 Why do they put traffic cones in front of the armco on motorways where people have crashed? Is it for when your spinning down the motorway you know not to hit that bit?
Just curious, is there a reason.

2 reasons

1 - Identify to the highways agency that a particular piece needs repairs.
2 - Identify a hazard to other motorists

Yes but should somebody accidentally hit the same bit of barrier and knock the cones into the carriageway, do they not provide an additional hazard and put at risk the poor soul who has to recover them in the path of many morons.
Would it not be safer and cheaper to paint the damaged area with florescent paint?

I liked the section of barrier that was on the M4 for a while - there was a sign saying "barrier incomplete" on the central reservation.  I always wondered what the point of it was.  I'm not planning to hit any piece of the central reservation and if I was spinning towards it - would I really want to know I was going to hit an incomplete section!  Huh

Simple answer    "Health and Safety Policy"  it doesn't have to make sense, there just has to be a policy.

I'm sorry to have to say that a lot of things are done in the name of "Health and Safety Policy" when the real reason is that it's the fear of being sued American style.

Insurance companies are also one of the driving forces behind the seemingly stupid things done in the name of "Health and Safety"

As part of my working life has been spent as a Health and Safety inspector I can vouch that it is not the Legislation that is responsible
 for banning or prohibiting certain activities, but the fear of litigation
