Didn't it look like there were 4 "works" cars instead of 2? I have it on good authority that there were really 3. Prodrive wanted to run 3, but only had 2 entries, whilst Larbre also had 2, but could only really afford to run one, so a deal was done. The pit crew for the 3rd Prodrive car (008) was the works manager and a selection of factory staff. They had a good laugh at the expense of the professional mechanics when 008 was fastest in practice!
And yes a very adequate budget was available.
